Responsibilities:
- The Program Manager (PM) is a key position responsible for the successful delivery of Information Technology (IT) modernization support services for the Army Research Laboratory (ARL)
- The PM will oversee the execution of all contract activities, ensuring that all IT services are delivered.
- The PM will serve as the primary point of contact for the Government and will manage all aspects of the program, including planning, budgeting, staffing, execution, and reporting
- Under indirect supervision, oversees the operational planning, establishment, execution, and evaluation of a multifaceted program/project typically consisting of a set of closely related subprograms or associated activities
- Oversees fiscal, operational, administrative, and human resources management of the program; seeks and develops outside funding sources, serves as principal point of representation and liaison with external constituencies on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of ARL objectives
- Program Leadership and Oversight:
- Oversee the development and implementation of project plans, schedules, and performance metrics
- Ensure compliance with all contractual requirements, including deliverables as outlined in the Contract Data Requirements List (CDRL)
- Stakeholder Engagement:
- Serve as the primary liaison between the Contractor team and ARL stakeholders, including the CIO, COR, and other Government officials
- Facilitate regular status meetings, briefings, and reviews with stakeholders to report on program progress, risks, and opportunities
- Resource Management:
- Manage the allocation and utilization of resources, including personnel, equipment, and budget, to achieve program objectives
- Ensure the Contractor personnel as the necessary qualifications, certifications, and clearances as required for the performance of IT services
- Implement quality assurance processes to ensure IT services meet or exceed performance standards and metrics
- Foster a culture of continuous improvement, encouraging innovation and the adoption of best practices in IT service delivery
- Risk Management:
- Identify, assess, and mitigate program risks, developing contingency plans to address potential issues that may impact program success
- Ensure the program adheres to cybersecurity and compliance requirements, safeguarding ARL.
- Manage subcontractors and vendor relationships, ensuring their performance aligns with contract expectations
- Oversee the financial management of the program, including budgeting, forecasting, and tracking expenditures against the contract
- Reporting and Documentation:
- Prepare and submit regular reports, including the Monthly Status Report (CDRL A001), detailing program performance, financial status, and other relevant information
- Ensure proper documentation of all program activities, maintaining records in accordance with Government policies and procedures
- Oversee the training and professional development of Contractor personnel, ensuring compliance with DoD and Army training requirements
- Promote knowledge sharing and skill enhancement to build a highly competent and capable IT support team
Qualifications:
- Minimum of ten (10) years of IT Management experience.
- Minimum of five (5) years of program management experience.
- Demonstrated ability to lead and manage a diverse team in a complex cybersecurity environment.
- In-depth knowledge of DoD and Army cybersecurity policies and procedures. ARL knowledge considered favorable.
- Proven track record of managing A&A processes and cybersecurity inspections.
Education:
- Bachelor’s Degree in related field (Master’s Degree preferred)
